It is just a code editor (not an IDE) which is free for private or commercial use. It has lots of features like syntax highlighting, intelligent code completion, snippets, and code refactoring. If you're new into coding and development this editor will help you in many ways with it's rich features. Though it's a lightweight code editor compared with most of it's kind, it's never as fast as the other free ones, it's never as fast as the premium editor "Sublime Text".
